Project Description

Establishing a cross-departmental framework for nature planning, restoration, and municipal implementation

The Project

Tønder Municipality is home to some of Denmark's most ecologically significant landscapes, including the Wadden Sea and the Tønder Marshes, as well as ancient bogs, meadows, and forests. Despite strong political ambition for nature and biodiversity, the municipality had no single operational document translating its existing strategies into concrete goals and actions across departments. The task was to bring these ambitions together into a coherent set of objectives and initiatives that could guide municipal action.

Our Approach

Upstream Partners led the development of a coordinated framework for Tønder Municipality's existing nature and biodiversity work. The work included:

Screening existing strategic documents, including the Climate Action Plan, the Biodiversity Policy, and prior analyses from other consulting firms

Mapping potential local restoration initiatives and relevant stakeholders

Mapping existing nature-related ambitions across the municipality's planning framework and identifying where they reinforced each other

Developing objectives across four categories: large natural areas, the open countryside, nature in urban areas, and nature communication
