Bülow's Kaserne (Barracks) is a historically significant, architecturally distinctive building at the heart of Fredericia, operating well below its potential — underused, poorly connected to the surrounding city, and without a clear identity. Fredericia Municipality saw an opportunity to turn it into a multi-functional cultural venue but needed a decision-ready business case before taking the project to political and philanthropic decision-makers. The task was to build the full analytical and strategic foundation the project needed to move from ambition to action.
